What should be done to fix the transfer rule(s) in Florida HS football?

The transfer rules have pros and cons but this is getting out of hand. Early in the season, players were playing musical chairs with schools. I even now guys that played the same teams twice because they played them at 2 different schools in the same season. What needs to be done? Should a kid be allowed to transfer mid-season? Should a kid be allowed to transfer to a school for football and then transfer to another school for basketball all in the same school year? Is there any fix or should they just allow the wild wild west to continue to happen?
 
Players should not be able to transfer mid season. You should be able to apply to the FHSAA once a school year for a waiver if you move 100+ miles.

Currently I look at the FHSAA in as far enforcement is concerned, as a toothless tiger. So before i'd even want to talk about transfer rules, id need to know the FHSAA is willing to go the mat in as far as enforcement is concerned. Rules wise, I'd look to establish hard timelines for when a transfer can occur, similar to what we see with the transfer portal in college in as far as having eligibility to play. Transfers that occur during the current academic school year, regardless the reason would mean ineligibility to compete in sports at the new school until the next academic school year. I believe I could in large part fix this, what i've provided is just example of what's needed! Im sure there would be some wailing and gnashing of teeth........but there needs to be rigid rules with rigid enforcement to curtail this.

If they transfer before school starts that's fine, if they transfer after the start of the 1st game of each sport they should have to sit out a year, if they transfer back after the start of a season still sit out until following year for that sport.

Stop private school recruiting, any player that comes from out of state they should have to sit out 12 months because legally they are nonresidents of the state.

This transfer shuffle has to stop, this has zilch about school choice but about stacking teams....I'm all for school choice as long as it's about education not sports!
